Hurricane Irene was expected to strengthen further over the Caribbean, and according to the Miami-based US National Hurricane Centre (NHC) 'could become a major hurricane by 24 August.' On 23 August, Irene churned north of the Dominican Republic and headed to the Turks and Caicos Islands and the Bahamas. It was located 110 kilometres south of Grand Turk Island and 85 kilometres north-west of Puerto Plata, in the Dominican Republic. The storm was moving north-west at 19 kilometres per hour.
